Should you refuse e-bike delivery? Not before you price the return-to-sender path.
A refused shipment can become a charged return, not a cancelled order. The seller may deduct a flat fee, percentage, round-trip freight, or an amount it never publishes. Get the treatment in writing before the carrier arrives.

Is refusing e-bike delivery the same as cancelling the order?
No. After fulfillment, sellers can treat refusal as a return-to-sender or ordinary return and deduct shipping, handling, restocking, or another published charge. Some do not publish a complete amount. Ask the seller for written instructions and the exact expected refund first.
